　　继伯明翰宣布破产之后，英国另一大城市诺丁汉也发布了第114号通知，宣布事实性破产。诺丁汉议会称，由于城市运作困难，无法平衡预算，只能宣布破产，暂停非必要的支出。

　　诺丁汉政府或将破产：

　　继英国第二大城市伯明翰破产后，诺丁汉市现在也危险了，随时可能宣布破产。据诺丁汉市议会透露，城市运作正陷入极度困境，如果无法平衡预算，他们只能选择发布114 Notice宣布破产了。

　　根据法律规定，地方政府如果没有足够资金维持收支平衡，就必须发布114 Notice。一旦发布114Notice，意味着政府必须停止除法律规定之外的所有服务的支出。保护弱势群体和法定服务除外。同时，发布后市议会有21天时间，继续当前服务的同时商定符合标准的替代方案。一般会通过出售资产、大量裁员或重新协商来减少服务。如果还是不能平衡预算的话，则需要任命外部审计来制定可行的预算，他们也可能会和中央政府合作，寻求额外支持。

　　如果“宣布破产”，除法律必须提供的服务外，诺丁汉市议会将停止所有新的支出，包括社会关怀、废物收集和保护弱势群体。该市议会称，地方当局没有得到适当的资助，并指责英政府自2010年以来每年还拿走1亿英镑，当然，城市破产也离不开英国经济的影响。就在前天，工党还借机批评保守党政府“搞垮了英国经济”，称其没有处理好高通胀率、低薪资以及经济停滞，才致使地方当局财政问题恶化。

　　与伯明翰的破产情况不同，伯明翰市政府打官司输了要付的赔偿金太多+维护不起新系统成本太高，没钱了所以宣布了破产。而诺丁汉也是“发福利”发猛了，发不起只能宣布破产了。该市议会表示，2023/24财年预计超支2300万英镑，其中2100万英镑用于社会关怀和解决流浪汉问题。

　　目前英政府暂未表态是否会施以援手。今年9月初伯明翰宣布破产时，苏纳克曾说：“英政府没有责任救助财务管理不善的市议会。”但伯明翰市议会归工党管理，而诺丁汉市议会则归苏纳克领导的保守党管，不知道苏纳克会如何应对。
